Negotiation Background and Rationale for the FTA
Background of Relations: ASEAN and Canada have enjoyed a long history of cooperation, with Canada being a Dialogue Partner of ASEAN since 1977. Trade and investment relations between Vietnam and Canada are already partly governed by the CPTPP Agreement, as both are members.
Negotiation Process: Exploratory discussions began in 2017, and formal negotiations for ACAFTA were launched in 2021. Talks are currently progressing actively.
Reasons for Forming the FTA:
- Market Expansion & Diversification: Canada aims to diversify trade toward the Asia-Pacific region, and ASEAN is a key focus. This will be ASEAN’s first FTA with a country in the Americas, providing the bloc with greater access to the North American market.
- Economic Growth Promotion: A joint feasibility study estimates that ACAFTA could increase ASEAN’s GDP by nearly USD 40 billion and Canada’s GDP by around USD 5.1 billion.
- “Next-Generation” Cooperation: The agreement is designed as a modern, high-standard FTA, covering not only tariff reduction but also new-generation issues such as labor, environment, clean technology, and energy transition.

ACAFTA is being negotiated as a comprehensive and high-quality FTA, covering multiple sectors. While the final text and chapter structure are not yet complete, several core working groups have been established.

Based on the negotiation rounds and working-group discussions, ACAFTA is expected to include the following main chapters:
- Trade in Goods: Commitments to reduce or eliminate tariffs on most tariff lines.
- Rules of Origin: Criteria for determining origin to qualify for preferential tariffs.
