Background of Negotiations and Rationale for the FTA
Negotiation Timeline: The negotiation process began early, with the signing of a Memorandum of Understanding to establish a Joint Study Group in May 2010. The first official negotiation round took place in May 2012 in Hanoi. Up to now, the agreement has undergone 16 formal negotiation rounds and numerous technical meetings.
Objectives of the Agreement:
- Access to “Premium” Markets: The EFTA bloc consists of highly developed economies with high per capita income, stringent standards, and stable purchasing power. The agreement aims to help Vietnamese goods—particularly high-value-added products such as processed food, seafood, green-standard textiles, and pharmaceuticals—enter this high-standard market.
- Energy and Technology Cooperation: The agreement is expected to strengthen cooperation in clean energy and green technology, enabling Vietnam to access advanced technologies and financial resources from developed countries to accelerate its green transition.
- Strengthening Partnerships: The signing of the FTA seeks to consolidate and expand bilateral economic, trade, and investment relations, creating a solid legal framework for long-term cooperation.
2. Scope and Main Commitments (Expected)
The VN–EFTA FTA is being negotiated as a comprehensive, next-generation free trade agreement, covering both traditional and new trade issues.
Based on summaries from the Ministry of Industry and Trade and negotiation reports, the agreement is expected to include the following main areas:
- Trade in Goods: Covering both industrial and agricultural products, focusing on broad tariff elimination/reduction.
- Rules of Origin
- Customs Procedures and Trade Facilitation
- Sanitary and Phytosanitary Measures (SPS)
