ASEAN – Australia – New Zealand Free Trade Area (AANZFTA)

The ASEAN – Australia – New Zealand Free Trade Area (AANZFTA), established in 2010, is the first region-to-region FTA for ASEAN. It aims to promote trade, investment, and economic cooperation between ASEAN, Australia, and New Zealand, creating a more open and competitive market environment.

  • Signing Date: February 27, 2009, at the 14th ASEAN Summit in Hua Hin, Thailand.
  • Entry into Force: Entered into force collectively on January 1, 2010.

Negotiation Context and Rationale for the FTA

Context:

  • Close economic partnerships between ASEAN and Australia/New Zealand (under the Closer Economic Relations – CER bloc) had been developed over decades.
  • Formal negotiations on AANZFTA began following the ASEAN–Australia–New Zealand Commemorative Summit in 2004.

Rationale:

  • Establishing a comprehensive FTA: At the time of signing, AANZFTA was ASEAN’s most comprehensive and wide-ranging single economic agreement with external partners, going beyond traditional components (limited only to goods, services, and investment).
  • Enhancing integration and investment opportunities: Aimed to promote liberalisation of trade in goods and services, facilitate business, and strengthen investment opportunities through creating a transparent and business-friendly environment.
  • Narrowing the development gap: Through provisions on Economic Cooperation (Chapter 12) to provide technical assistance and capacity building for new ASEAN members (CLMV).
