Negotiation Context and Rationale for the FTA
Context:
- Close economic partnerships between ASEAN and Australia/New Zealand (under the Closer Economic Relations – CER bloc) had been developed over decades.
- Formal negotiations on AANZFTA began following the ASEAN–Australia–New Zealand Commemorative Summit in 2004.
Rationale:
- Establishing a comprehensive FTA: At the time of signing, AANZFTA was ASEAN’s most comprehensive and wide-ranging single economic agreement with external partners, going beyond traditional components (limited only to goods, services, and investment).
- Enhancing integration and investment opportunities: Aimed to promote liberalisation of trade in goods and services, facilitate business, and strengthen investment opportunities through creating a transparent and business-friendly environment.
- Narrowing the development gap: Through provisions on Economic Cooperation (Chapter 12) to provide technical assistance and capacity building for new ASEAN members (CLMV).
